The effect of inter-agency coordination and cooperation on disaster management: Turkey's AFAD example

Turkey experienced many disasters in the past and today it is situated in a high disaster risk area in terms of disasters because of geological and climate structure. One of the problems about disaster management in Turkey is lack of cooperation and coordination. In this respect, in this study, it is tired to determine the effect of inter-agency cooperation and coordination on disaster management phases (pre-disaster, disaster and post-disaster phases), the role of corporate and external factors in the provision of inter-agency coordination and cooperation and the current state of cooperation and coordination between the institutions which directly in charge of disaster management in Turkey. The content of the study consists of definitions related to the subject and theories with the field study results that obtained from The Provincial Emergency and Disaster Directorates' workers. While definitions and theories sections was created by literature review, field research section was created by using survey method. With "Frequency Analysis" the research hypothesis HPS, HIF and HEF, with "Regression Analysis" HPD, HD and HPD, with "Independent-Samples Test" HDF1 and with "One-Way Anova" HDF2 were analysed. As a result, in Turkey, it is determined that there is inter-agency cooperation and coordination among the disaster management related institutions, corporate and external factors have a role in the provision of coordination and cooperation, the current state of inter-agency cooperation and coordination has an effect on predisaster, disaster and postdisaster phases, apart from these, in the participation of view that "there is inter-agency cooperation and coordination" is fond that there is statistically significant difference between educational background and title of workers.
