Enterprise architecture (EA) has been adopted by governments as a tool to advance digital government efforts, create consistency, and improve interoperability. In our study, the countries that adopted the EA were examined and analyzed. According to this review, suggestions were made for the transition process of Turkey to EA. In the first part, we examine why enterprise architecture is necessary, what it is and its historical development. In the second part, National Enterprise Architecture (NEA) literature for Sweden, Finland, United Kingdom, Canada, Switzerland, Germany, United States and Türkiye has been examined. Countries adopting the EA were selected considering their EA maturity status. How the examined countries managed the NEA development process, what they paid attention to, and their development were examined. Digital government readiness has been linked to the potential to adopt a NEA. In the third part, based on the countries examined in the second part, questions were asked which innovations had the greatest impact on EA practices, which roles were successful or less successful, and how much they contributed to the overall business goals of the organizations. In addition, based on these questions, suggestions for the development process of Türkiye's EA practices were presented. In the fourth chapter, the effects of the COVID-19 pandemic on EA applications are examined. In addition, inferences were made about the EA policies of the states with the COVID-19 pandemic. In the fifth chapter, technologies used in EA and alternative technologies are examined. In EA, Web 2.0 technologies are widely used, and Blockchain Technology and Artificial Intelligence Technology are explained as alternative technologies. From the benchmarking technique performed at the last stage of the research, it was observed that the EA maturity, EA effectiveness and value, and EA completion sub-dimensions had a significant direct impact on productivity.
