M-government current situation and development assessment regarding Turkish municipalities

Governments and governmental bodies are converting towards e-Government solutions. However, there aren't enough tools to evaluate the outcomes of these efforts, which is important for further development towards a more efficient and effective service delivery. This study aims to create a model to be able to evaluate those applications done by the metropolitan municipalities. There are 30 metropolitan municipalities in Turkey. Their jurisdictions cover the majority of the population in Turkey. However, most of these municipalities don't have any centralized application where the citizens can access from a single portal and take advantage of the mobility. Because of this reason this thesis will focus on the existing 19 municipalities and evaluate them through the evaluation model created.
