Abstract (EN)
In today's society institutions, businesses, and administrators require a lot of information. One of the most important reasons for this need is to increase in information as well as diversity of information available in the form of the data. Computer hardware, software and communication systems are among the important elements of the organizational architecture of Information Technologies. Due to technological developments information technology enables us manage the information more effectively towards resolving issues more quickly and effectively. Smart cards and hence many applications developed within smart cards plays a very important role nowadays in Information Technology. In Universities have begun to corporate this technology into many of their services from the administrative workflow, dining hall, library, student and employee attendance systems and similar services. Although Universities are aware of the benefit of the use of smart cards and uses them, not many universities establishing their own system yet. Only handfuls are able to establish their own smart cards system truly. Providing that the Universities are where the technology and science nurtured, it will be reasonable to expect the that they will use the technical resources effectively in order to develop smart card systems fit for their local purposes. Therefore it will be reasonable to expect that Universities uses their own local needs for information flow as explained below in order to develop smart cards than that will be used more widely for other purposes. This study is about development of a smart card (mini-computer system with the design of transition systems) for the purpose of monitoring student and staff attendance to lecture and campus. The system is covering how to write up and improve applications in order to monitor the actions via using transition cards and portable mini computers. Data processing systems (DPS) is designed as users of this information system; systems for college students with the University's academic and administrative staff transition. The users of university students student attendance control system, personnel attendance control system, the users of the administrative staff. This whole system is developed to meet the needs of the institution and the administrator of the software, especially in different positions to facilitate the creation of a MIS is targeted at managers in the decision making process. Considering Dokuz Eylül University campuses as an application area of the system has been created to be used as management information systems and decision support systems. Software's used designing the Smart Card Systems are: Python, SQLite, Oracle, MS-SQL, and PHP.
