Alternative solution proposal for the selection of the contractor within the public tenders, in the monopsony market model

In Monopsony market model or a single buyer market model, there is only one buyer as against more than one vendor. In Turkey this case stands out as a public procurement. Monopsony buyers are the most widely used method of procurement management for purchasing goods and services in the market. The procurement system is legally based on; The Public Procurement Law Number 4734 and also The Public Procurement Contracts Law Number 4735. In the tender system with specified general rules, many contractors are offering bids for tenders. With time, this competition reaches a devastating level. To avoid the mentioned disavantage,a method was designed by the public tender foundation to calculate the extremely low bid description. Within the thesis work and by examining the different tendering models in our country and around the world, the fact how other countries have found a solution to this problem was studied. As a result of this study and research, a scoring method has been established.
