Abstract (EN)

Energy, which is an important input for globalizing economies, is thought to have a fundamental impact on economic development as well as independence and stable growth in the field of energy. Population density that continues to increase rapidly, technological developments, etc. While these factors cause an increase in the energy resource utilization capacity, the resources used in energy production pose an environmental risk and cause negative effects in terms of sustainable development. In this process, the necessity of minimizing energy consumption by determining unnecessary use in ensuring energy efficiency and ensuring efficiency by reducing the energy consumed per product comes to the fore. In this context, it is aimed to determine the criteria to achieve maximum output for minimum consumption of OECD member countries, and to determine their efficiency in energy sources determined by the multi-criteria decision-making methods CRITIC and EATWIOS technique. In order to determine the situation in energy consumption before the pandemic, which is called the global crisis, the energy efficiency scores of 23 OECD member countries are listed according to the criteria of energy security, environmental and economic indicators. Considering the last three years before the pandemic in the efficiency ranking; Germany is in the first place, Luxembourg is in the second place and France is in the third place, while Latvia is the last country in the efficiency ranking. It was determined that other countries took place in the ranking with different positions in the last three years before the pandemic. Keywords: CRITIC, EATWIOS, Energy Efficiency, Energy Resources
