Abstract (EN)
Education can be regarded as a process that reveal and improve the high quality manpower which is demonstrated as one pf the most important determiners pf economical and social development. Today education issue has an important place both in developed and developing countries with many economical and non-economical benefits it provides for and developing countries.Physical infra-structure end equipment shortage of our schools has reached to very serious levels. It is , of course, difficult to perform a high quality education at schools without green areas, play fields where double educations, transport education and education with combined classes are performed leave inadequacies and deprivations aside.The idea of removing the inadeguacies mentioned above bought forth the idea of participation of local administrators economically, financially and scially in the minds of both government administrators and scientists.In spite of these considerations, 1930 dated and 1580 numbered Municipal Law prevented local administrations from making contributions to education and schools directly or indirectly. However, in time it became an obligation for Municipalities to contribute to education because of above mentioned inadequacies. For this reason, 5393 numbered law was published on Official Gazette on 13.07.2005 and put into force by 59.goverment. With this law municipalities ?Can open pre-schools, education institutions, carry out maintenance and repair and building of all level state schools, provide every kind of equipment and material needs. With this article the way is opened for municipalities in other words local administrations to make all physical and social contributions to schools and educations. This law which constitutes the basics of our research and every kind of development it has made in education is examined with examples.
