Abstract (EN)

Water that sources in every field of life takes places in all relations of social,ecomomical and culturel life related to each other from health of human beings to thecontinuaty of ecosystems and to meet necessities of energy and food of worldpopulation which raises quickly.On the one hand, to use water resources effectively in regional and also innational level, the functionality of water in social and economical life is being tried tobe contiuned to require fresh water resources to growing population. Onthe otherhand, carrying `transboundry? characteristics of sixty percent of water resources inthe world, has made an important agenda in international policy. In this direction,decreasing resources and the problem of sharing these resources has caused to bementioned about some screenplays that will source competition on limited waterresources in the basin of transboundry rivers since 1980?s.In the Middle East, where fresh water per capita is very few, water scarcity hascaused disagreements, especially in Jordan basin. Turkey, on the other side, hashad a big problems with southern neighbours, because of sharing problems ofEuphrates and Tigris rivers that meet today?s water necessity. Especially, GAP, hasmade the sharing of water problem chroniz.Water has composed the most critical issue of next century and priviligedmatter of Turkey which is a non-rich country with regard of water resources is tosecure the water resources it has.
