Abstract (EN)

Private courses, yet somehow not having been accepted, have been seen as an indispensible part of education.As the value of education increases in the society, the interest in attending universitiesand high schools via examinations increases in the same way and thus this situation gives a way to the expansion of the private courses in number.However, although the growth in the sector of private courses education,these institutions are getting into hardships in one way or another.As they have not both been able to turn themselves into running business and not been accepted as politically and socially, an uncertainty awaits the private courses in the future. Schools should be administered as corporate companies while presenting the educational values they have brought about. In addition to this, the private courses should be accepted as a major part of formal education system which provides integration between both institutions rather than preparing students for the examinations. When sectoral sizes of the private courses are examined, it can be observed that their benefits to the country's economy, the employment they provide and other services are at a point that cannot be ignored. Yet, political and social organisations have not been able to take the existence of the private courses up seriously. Players in the political environment produce their policies with their plans towards putting an end to the existence of the private courses and threaten the existence of these courses. Private courses are highly affected by the changes done in the education and training and also examination systems. While such plannings are done, how private courses will affect from these changes must be taken into consideration and evaluated beforehand. When the structure of the private courses are observed in Rize and Trabzon, it can be seen that their institutional aspects and structures have been determined.
