History, which is a humanity and social science, is in the time and space that is not broken and it is the sum of very important relationships which unites the people living on it. as it constitutes the very core of all of the sciences because of its being a dynamic science, in addition to its illuminating the past, it also illuminates the current life and it gives an idea for the next days. Since the beginning of the history, security has always been in the first places in the raw of needs of human being. As the time passes, in addition to the measures for himself, human also took preventive measures in order to get the safety of the society. Those measurements were regulated and organisations were settled up with that aim. Those organisations underwent some evolution and development in a historical process and they became as their current condition. It becomes clear that security, which a must for the human being, is also a must for the communities and it has to be provided. In a community where security need is not provided it becomes hard for the other needs to be provided. Human being has adopted rules in order to live together and in order to get the order in that community. For carrying out these rules in the name of society the need for security organisations come into surface (Aktaş, 1995: 3). It can be said that it has become a must to settle security organisations to provide the security need of communities for the communities that are organised under legal governments. Security organisation is also one of the organisations that has been settled in this development process with the aim of providing security need. In the historical process, security service has mostly been provided by military organisations. But, in the developing community order, a more professional organisation was needed for protecting the public order and to provide domestic security and as same with other countries "Police Organisation" was formed in order to provide the services which were stated above.IV The importance, severity and complexity of the responsibility which is wanted from the police makes necessary to upgrade the abilities of the police organisation i n o rder t o reach t o t he p oint t hat will bee nough t o g et t he r equired responsibility. To reach that ability education is the most important point. Education is a process which helps individuals get a healthy and productive harmony with the society. Development of human behaviours and qualities is related with education. Today, most of the countries have extended the period of compulsory education and they try to give a longer and more quality education; these show the requirement against education (Gökçe, 1997:7). Security is a non-given up need for communities, existence of the organisations that gives that service is a non-rejectable reality. Because of the necessity of education for getting all requirements of that service, first of all for the education of police, the existence of police education centers stands before us as a necessity. In this context, Turkish Security Organisation has settled a number of education institutes in order to give its members discipline, to increase their information in the direction of their responsibility, authority and duties and to increase the output and quality of the service. Among these, Police Academy, which has the responsibility to educate chief and administrator for Turkish Security Organisation, has the most important role. Police Institute, which was settled in 1937 with the aim of educating c hief and administrators for Turkish Security Organisation, was named as Police Academy in 1984 with the law named Police High Education Law and in 2001, with the 4652 Police High Education Law it has been upgraded to university status and in its constitution Faculty of Security Sciences, Security Sciences Institute and Police Vocational Schools of Higher Educations have been formed. Dealing with the development and evolution of structural, functional and educational aspects of Police Academy, which was settled with the aim of educating chief and administrators for Turkish Security Organisation and which is the only institution in its area in Turkey, in a historical process is a non-rejectable reality.
