Abstract (EN)

In this study, organizational culture, which is assumed to share by all members of organization and which is formed by similar elements, habit, symbol, belief, rule and basic value that is shared by members of the organization, is searched and evaluated by application on the basis of the effects of communication in organization, in other words, the role and the effect of culture on the process of formation in organization.In the research, the role and the effect of communication within the organization in Police Community College on culture of organization has been studied. Out of 1300 surveys which were sent to Police Community College, 1220 were filled in and returned back, 40 of them were not evaluated because of incorrect fillings. Totally 1180 surveys were evaluated.According to the results taken from the research, it has been found that in Police Community Colleges there are some breakdowns in communication, the employees can?t agree with decisions, there are gossips and rumors and level of emphatic communication is low. We can summarize the recommendations that the survey has brought out: in the matter of the employees? agreements with decision, administration should apply understanding of participants, great deal of importance should be attached to democracy in schools, emphatic communication should be increased, and communication should be made more effective.Key Words: Police Community College, organizational culture, organizational communication, education.
