Abstract (EN)

The goal of this work is to give information about Regulatory and Supervisory Constitions and in provision of their regulation function. Regulatory and Supervisory Constitions are known as self-regulating organizations, supreme boards, Independent regulatory commissions and regulatory authorities in general and they appeared after year 1980 for reorganizating the economy. Independent regulatory commissions are the self-governing public entities that have special importance and sensibility for communal living; regulates audits and leads on fundamental rights and liberties, economic and social sectors; have administrative and financial autonomy. In this report; the characteristics of, Regulatory and Supervisory Constitions the causes of emergence of these commissions, samples of them on the world and in our country are observed.The reasons of appearance of Regulatory and Supervisory Constitions in Turkey were the implementation of neoliberal political thoughts and the requirements of European Union membership process.
