Abstract (EN)

The defense industry has a structure that is based on the security needs of countries and aims to protect against other countries. The privacy and security of a country is directly proportional to the development achieved in the defense industry. Strengthening the defense industry will continue with the emphasis given to areas such as high and new technology, precision production techniques, high quality standards, trained manpower, R & D activities. Defense industry is different from other sectors and requires strategy, external dependence is not, nationality is based on an area. In this context, the strengthening of the national defense industry necessitates the nationalization of the technologies produced or developed. The important point in the strategy to be implemented is human. Human is at the center of knowledge, the source of technology production. Therefore, a qualified workforce is of great importance in setting and implementing strategy. In terms of the continuity and development of the qualified workforce, a tight bond must be established between the public, private sector and universities. Some studies have concluded that part-time work of qualified labour increases productivity, while full-time work of unqualified labour reduces productivity. In addition, countries with human capital potential will have an educated population, so the country's Social Welfare will be positively affected. That is, there is a direct link between the education and development of the country.
