This study aims to develop and apply a comprehensive measurement framework for evaluating supply chain resilience within the Turkish defense industry. Recognizing the sector's exposure to geopolitical risks, regulatory constraints, and technological dependencies, the research adopts a multi-method approach combining systematic literature review, expert consultation via the Delphi method, and quantitative prioritization through the Analytic Hierarchy Process (AHP). A total of 29 resilience indicators, which are categorized under capabilities and vulnerabilities, were identified, validated, and weighted. These indicators were then assessed using perception-based scoring collected from organizational experts over a three-year period (2022–2024). The results indicate a progressive improvement in the firm's resilience posture, with scores rising from 0.94 in 2022 to 1.16 in 2024. Significant improvements were observed in key capability areas such as strategic procurement, supply chain restructuring, and visibility. Simultaneously, notable reductions in vulnerabilities related to logistics disruptions, obsolescence, and regulatory risks contributed to the upward resilience trajectory. The methodological design offers a replicable, sector-specific framework for resilience measurement and monitoring, while the findings highlight both operational progress and ongoing risks within the defense supply chain context. This study contributes to both academic literature and practical management by offering actionable insights and a structured tool for resilience assessment. It concludes with targeted recommendations to institutionalize resilience monitoring, align procurement with strategic objectives, and further mitigate systemic vulnerabilities. Despite limitations related to sample scope and perception-based inputs, the study provides a foundational model for future empirical work and strategic application in high-risk industrial sectors.
