Abstract (EN)
Starting from the 19th century, with the centralization observed in the field of bureaucracy in the Ottoman Empire, the number of civil servants working in both central and provincial administrations increased over time. The growing number of officials made it necessary to record their information in an organized manner. The Sicill-i Ahvâl Registers are official records in which information about civil servants began to be systematically kept after Sultan Abdulhamid II ascended the throne. Through these records, the central administration began to acquire knowledge and ensure control. The Sicill-i Ahvâl Registers provide comprehensive information on the life stories of civil servants who served in central and provincial posts. They are among the important sources for biographical research in terms of personal information and career processes of the officials. In addition, they contain significant data about the bureaucratic structure and administrative organization of the period. In the first chapter of this study, the history of Manisa from Antiquity to the late 19th century and the content of the Sicill-i Ahvâl records are presented. In the second chapter, the birth dates, schools attended, subjects studied, institutions served, as well as the ranks, decorations, medals, titles, and penalties of civil servants born in Manisa are examined and interpreted. In the third chapter, the transcriptions of the documents forming the basis of the study and found in the Sicill-i Ahvâl Registers of the Ottoman Archives of the Prime Ministry, concerning civil servants born in Manisa and its affiliated areas, are included.
