144ABSTRACTPoverty today is seen as a significant problem not only regarding ourcountry but also, in respect to almost all of the countries in the world. Peoplefallen into poverty due to various reasons, have the right as well to live underhumanitaran circumstances like all the other persons.Each of the countries thar try to maintain their feature of being a socialstate to reduce or eliminate poverty, has accetuated various solutionproposals under title of struggling against poverty. Proposals submittedagainst solutions of poverty problem, exhibit difference depending on thecountries and systems the countries try to apply.The poors have been existing in every society within the processexperieced from the past until coming to today?s world. When circumstancesregarding living conditions of poor individuals are examined, it can be seenthat they are unemployed persons without any income, socioeconomicallyrejected from society and having no social security.It is also known that most of the poors encounter employmenthindrances due to reasons such as, being disable, aged, uneducated. Asconnected to this fact, poor indivuduals who desire to work must acquire aqualified workpower in order they can be employed in open rooms ofemployment in the market. Correlation between laborpower and poverty, isconsidered as those not contributing to workpower, those who are pooralthough they have a work and those unemployed and salary level being lowin works where the poors work and such works being temporary works,constitute the most significant segment of poverty, laborpower markets.Social Aid Programs, names of which we hear of frequently in our day,come effected at the point of fighting against poverty. It is an obvious reality145that these aid programs tried to be realized by local administrations andespecially by Metropolitan Municipalities, in order families can survive, theirneeds be eliminated, make great contributions to solve problems ofindividuals in the short term.The point to be considered significantly must be not to give such aidswhich have a scattered and complex structure, just to save the day but toensure finding a remerdy for the problems to be encountered in the longterm, by regulating them.Social Aid Programs implemented by local administrations shouldexhibit their contributions not only by giving aids in kind and cash, openingvocational training courses but also by establishing policies to diminishpoverty though ensuring the individuls and especially the woman toparticipate in production, contributing to increase their workpower qualities.Regarding individuals receiving social aid, attempts should be made toincrease employability of them, more efforts should be spent for these toacquire qualified laborpower in the name of not accepting their fate againstsocial rejection and to obtain a beter income and to maintain a more dignifiedlife. And, in order to be able to realize this, it is known that more attentionshould be attributed to education.In the fighthing to be carried out in Turkey against poverty, there is aneed of multi aspects applications extending from reducing the migration toprovinces, developing workpower quality to increasing employment means,improving secureless working conditions, developing of social aids and socialservices.Ensuring the disadvantegous groups in the society, to be integrated inthe society by means of various programs, is among objectives of EU?sstrategy to fight against social rejection.146When it is looked from the point of Turkey?s view, maintaining of socialais tried to be implemented by local administrations, by means of moreobjective social policies and obtaining the spport of non-governmentalorganizations, axhibit significance regarding applications of social aids.Today, although it observed that some meansures are being tried to be takenunder an understanding of aid to the poors, introducing such aids intoapplication not to establish a temporary relief but to eliminate poverty, shouldbe among basic objectives.
