Prevention and monitoring of the actions leading to violence and disorder in sporting events

PREVENTION AND MONITORING OF THE ACTIONS LEADINGTO VIOLENCE AND DISORDER IN SPORTING EVENTSViolent conducts and disorder in the sport events, as a social fact, still keep up to date notonly in Turkey, but also in other countries. Almost all related surveys and observations are onfootball, in which the spectator violence is widespread around the world, as well as in Turkey.Like in the European Union and in its member countries, because of the great concern raisedfor violent spectator movements, Turkey has also significant rules and legislation on the issue.The most evident document on the prevention of spectator violence by the attempts of theCouncil of Europe is the European Agreement of 1985. Furthermore, The Council?s efforts toestablish a permanent committee as foreseen in the Agreement, proves its determination.Turkey was ratified the European Agreement; besides, the law no. 5149 of April 28, 2004 anda regulation on the prevention of violence among spectators and taking under control waspromulgated.All the sport associations under the supervision of the General Directorate of Youth andSports and Turkish Football Association are taken in charge by the Law no. 5149 on theprevention of violence and disorder in sports. Within this scope, it is stated that all theassociations are obliged to obey the rules and recommendations designated by theirinternational associations.In this study, the measures for preventing the violence and disorder by classifying the dutiesand competences between various units of the Association are extensively explored; illegalactions of violence and disorder are defined and the sanctions against these actions are takenin hand.In the law no. 5149, for the penalties to the football clubs, it is stated that the article no. 25 ofthe law of Turkish Football Association no. 3813 is to be applied. For this reason, whichclauses are to be applied to the sport clubs in the branch of football are emphasized.
