Abstract (EN)

According to the great alterations in the world, people's needs increase day by day. But the governments don't serve these needs enough in this condition. Therefore the developing countries try to produce some solutions such as to diminish some effects of the governments, but to direct it only for achieving its basic functions. In the past industry societies, the governments undertook to develop classical investments and service sectors for the public. However, in information societies, as well as to change in thoughts, also to increase in productivity by competitive marketing cause to consider privatisation in all cultures. In socio-economic meaning, sports have al large effective network and also provide more income without productivity. But the governments consider the sports as a public service so this thought effects developing of the sports negatively. In this research; a public survey have carried out on the researchers and instructors of G.Ü. and METU Physical education department and İİBF and managers of GSGM. The results showed that 93% of participants accepted the necessity of privatisation and 90% of them thought that sport services supported by the governments are not enough. But only 38% of the participants accepted make-operate- transfer system. 81% of the participants firstly accepted privatisation of the competition sports facilities. 52% of the participants said that the governments develop substructure of new facilities then make them into a private enterprise. But 42% of the participants only wanted the governments to play a rol in encouraging and controlling of the facilities. At the end, 92% of the participants thought that privatisation have a positive effect on Turkish sports. According to these results; GSGM have begun to increase the privatisation since 1997. We also hope making some researches and arrangements on this subject.
