The effects of strategic plan on service providers and service users "an application in İnegol Municipolity"

The developments in the economy, understandings of politics, firm and public administration and science and technology engender important changes that have long-term effects in state structure. Those rapid alternations change the old administration understandings and give rise to some radical changes in Turkey?s public administration. Strategic planning and strategic administration are appeared as part of the vital technique to keep abreast of the dynamic and rapid changes, and to manage this process.In this thesis, the effects of strategic plan on service providers and service users in Inegol Municipality which obliged to do strategic planning in accordance with Article 5018 the Law of Public Fiscal Administration and Control is discussed with time series model.In this work, the steps of strategic planning application in Inegol Municipality, and tracking and evaluation studies of it between 02.01.2007-31.12.2007, the executed projects, and performance program of strategic planning were pursued and analyzed periodically. In addition to these, effects of the changes in the strategic planning preparation process and the application of the plan on service providers and service users are analyzed with field researchs.Key Words: Strategic Planning, Strategic Plan in Public Administration.
