A research on increasing the participation effectiveness of the school council in the institutions of the Directorate of National Education in Osmaniye

Children are involved in crime due to neglect of the family in child care, violence, abuse, socioeconomic structure of the family and environmental factors. When the national and international literature is scanned, it has been observed that the expression of children's involvement in crime is characterized by different names such as juvenile delinquency, juvenile delinquent, juvenile delinquent. The problem of juvenile delinquency is one of the main problems threatening the society, regardless of the level of development of the countries. For this reason, it is essential for the development of children to be supported physically, mentally, socially, healthily and economically by removing them from the risky environment they are in and from behaviors contrary to social rules. In order to eliminate the problem of delinquency, which is a social problem, non-governmental organizations and public institutions, especially the family, play an important role. Since the twentieth century, policies have been developed by the central government in our country for the protection of children driven to crime. One of these policies is the protection and preventive services specific to children driven to crime. In this context, the protective and preventive services provided by the provincial institutions of the central authority in the province of Osmaniye constitute the subject of the study. he main purpose of this study, in which the qualitative research method was used, is to analyze the public activities of the protective and preventive services developed for the disadvantaged children driven into crime in the province of Osmaniye in 2021 and to determine whether the services are carried out in accordance with the implementation guidelines. The second purpose is to contribute to the work to be done for the emotional, mental, physical and socio-cultural development of these children who are served. As a result of the research, when the 2021 data of public institutions are examined, it is seen that protective and preventive services are fulfilled in terms of general children, but the current system for children in crime in Osmaniye includes preventive, protective and restorative features. However, the strengths and weaknesses of the system could not be fully determined due to the inability to monitor these features, the lack of strong coordination, and the lack of a reliable data system. In this context, the public effectiveness of protective and preventive services has not been adequately determined.
