Abstract (EN)
This study aims to develop an integrated welfare model grounded in a holistic social policy approach and supported by smart specialization strategies, in alignment with the Sustainable Development Goals (SDGs). In Turkiye, institutional fragmentation, limited data-driven decision-making, and the absence of strategic coherence continue to hinder the development of a social policy system that aligns with the SDGs. Against this backdrop, the study explores the question: Is it possible to design an integrated social policy model for Turkey that is both sustainability-oriented and grounded in holistic principles? Adopting a qualitative research design within an exploratory framework, the study employs conceptual analysis, document review, and thematic mapping to analyze national and international policy documents. Through this process, the interrelations among SDGs, social policy components, and smart specialization strategies are systematically modeled. The findings reveal a critical need for structural transformation in Turkiye's current system. In response, the study proposes a data-driven, AI-supported, and coordination-oriented social policy governance model. The model was designed and tested through a pilot scenario in Sakarya, accompanied by an implementation master plan, governance structure, and scaling strategy. This research contributes to the theoretical discourse on social policy and offers a viable and strategic solution model for practical application. We believe that the proposed model provides a vital foundation for shaping the future of social policy in Turkiye.
