Ensuring fire safety of the heritage socio-cultural buildings in adapting them to the present day

Fire is an important incident which has a negative impact on the living place and the security of living beings in it. Socio-cultural buildings are seen as high risky in evacuation and fire due to involving mixed functions, considerable number of users and holding many people at the same time. As for the heritage buildings, it is required to take more distinctive fire safety precautions. Not including enough provisions of regulations in the regulations of the heritage socio-cultural buildings in Turkey and not stabilizing the stairs for fire due to aesthetic concerns are regarded as examples of negative happenings in this matter. Countries make regulations or laws for these noteworthy cases on behalf of forming a single language and making the inspection easy. Necessary arrangements for this matter are done via the legislations and such regulations are indications of the level of civilizations. The Regulation About The Protection Of Buildings Against Fire (BYKHY) is accepted in the council of ministers on 26 July 2002 so as to implement the precautions which will be taken in our country completely and accurately. All kinds of structures, buildings, facilities and plants which are used by public, private corporations, institutions and people are incorporated by means of this regulation and it is used as a lodestar in designs. Ahmet Vefik Paşa Theatre Building which exists for the purpose of determining the fire risks of heritage socio-cultural buildings and detecting deficiencies is inspected within the frame of the rules of The Regulation About The Protection Of Buildings Against Fire and deficiencies are detected and as a result of the assessments, the eligibility criteria of the building according to NFPA and BR in our country and in other countries are specified and in accordance with these criteria, proposals are made by detecting the deficiencies of the project. Data obtained from the study results is considered as a guide in ensuring fire safety of the heritage socio-cultural buildings.
