Abstract (EN)
The use of hazardous materials, which are the raw materials of commercial products needed, has increased in recent years as a result of developments in the entire industry sector which took place in paralel with the economic growth and technological developments in the World. Hazardous materials transportation has been a subject that has been continuously studied on since the 1970s. The subject of minimizing the risks that may be encountered especially during the transportation of hazardous materials attracted the attention of both public institutions and businnes firms.In the study, it was aimed to find the most suitable routes that minimize the risks through the geographic information system ArcMap 10.2.2 program, taking into account all risks (population density, probability of accident, traffic density, terrorism / sabotage) in a public institution responsible with national and international ammunition and explosive transportation. All the data obtained for the region used in the study were entered into CBS, the network was designed and subsequently the most suitable routes were determined according to the population density, time, distance, traffic density and terrorism data. In addition, risk criteria created by taking the opinions of expert personnel were analyzed using AHP according to three scenarios determined.Weight degrees of risk criterias determined by AHP technique were calculated and the values which were entered in all road segments were analyzed with VIKOR and MOORA, which are among the Multiple Criteria Decision Making methods. As a result of the obtained values, the most appropriate routes were found in which risks are minimized with the geographical information system, which is a tool for decision making, Finally, dynamically the most suitable routes have been obtained against emergency situations that may occur in hazardous material transportation.
