Abstract (EN)

Using the data of Technology Development Zones operating in Turkey, measuring the performance of Technology Development Zones with Data Envelopment Analysis method and creating a Technology Development Zone Index. Using this data set, "Variable Return to Scale (BCC-VRS) and Output Oriented" was conducted within the scope of Data Envelopment Analysis. In the analysis, how much "output" can be obtained with the "input amount" was examined. In this study, 5 models were created to measure the current capacities of Technology Development Regions with limited opportunities. The Technology Development Region İndex ranking for 2019 was made through the output-based data envelopment analysis model. When the results are evaluated in terms of Model 1 Erciyes Technopark, Lakes Region Teknokent, İzmir Bilim Park, Teknopark İstanbul, Mersin Technopark and ODTU Teknokent are seen as effective in the production of completed projects at data input levels. In Model 2 and Model 4, considering the number of firms and TGB experience input variables, and the number of registered patents, ODTU Teknokent is effective only in Model 2, while in Model 4, İTÜ Arı Teknokent and Konya Teknokent are effective in the number of registered patents. Model 3 total number of personnel and TGB experience are the input variables considered. Considering these input variables, Yıldız Teknopark and Konya Teknokent seem to be effective in the number of registered patents. In Model 5, the number of personnel, number of companies and TGB experience were selected as output variables and the number of registered patents. According to the results obtained, it has been concluded that Bilkent Cyberpark, ITU Arı Teknokent, Konya Teknokent and Yıldız Technopark are effective in the production of the number of registered patents.
