Abstract (EN)
Surveillance is a type of control that has existed throughout human history. With the establishment of modern states, surveillance practices have changed and daily life has become more easily monitored with developing technologies. Surveillance activities have diversified over time and peaked with the informatics revolution. For this reason, today's societies are called surveillance societies and attention is drawn to increasing surveillance activities, and the concept of the panopticon also emerges. The concept of the "panopticon" is based on a control and surveillance model defined by Michel Foucault. This prison design, developed by Jeremy Bentham, enables constant monitoring of prisoners from a watchtower in the center. The fact that prisoners do not know whether they are being watched leads them to develop self-control. Foucault uses the panopticon model to explain disciplinary mechanisms in modern societies and to emphasize how surveillance shapes the behavior of individuals. Today, the panopticon is addressed within the framework of digital surveillance tools and technologies. Social media, smart devices and the internet expose individuals to continuous data collection and analysis processes; this situation causes individuals to act knowing that they are being watched and to comply with certain norms. In addition, big data analysis tools used by the state and private sector have the potential to control and direct individuals. In addition, surveillance has become not only a top-down process, but also a horizontal process in which individuals monitor each other. In this context, concepts such as panopticon and digital panopticon are examined in the study, while the surveillance factor in the age of artificial intelligence and the evolution of the panopticon concept to panopticon 3.0 are also discussed in which types, areas or inventions artificial intelligence is used in surveillance today. For this purpose, the concept of surveillance with its sub-dimensions was emphasized in the first section, the concept of panopticon in the second section, and the concept of artificial intelligence and the change of the concept of surveillance with artificial intelligence in the third section, and the study was concluded. The study also examined the dynamic change process of the concept of surveillance from the past and a model proposal for the concept of "Panopticon 3.0" was presented.
