Abstract (EN)
The Imperial Council, the highest administrative body of the Ottoman Empire, carried out its bureaucratic procedures through its subordinate offices. The office responsible for appointing officials to positions within the Imperial Council handled these matters, and the issued decrees were recorded and preserved in the ruûs registers. These ruûs registers, compiled in the years they were written, contain significant information about the current positions and the officials in charge of those positions within the central and subordinate units of the state. The summaries in the decrees provide insights into the reasons for an appointment, the required qualifications for the official, and information about the intermediary. These ruûs registers can also be consulted for local history studies, the creation of biographies of important figures, and the chronology of institutions. Information on the daily wage to be paid to the person performing the duty, included in the summaries of the decrees, can be used in research on Ottoman finance. Given the vast geography of the Ottoman Empire, the registers of registered officials are an important archival source in writing the history of many countries. In this context, our study examines the Register of Registers No. 1522 with the aim of contributing to the existing literature. The register of appointments, which is the subject of our study, was written in the mid-17th century and is quite rich in content, detailing appointments to various positions. It contains records of appointments for many officials, from the highest- ranking officers of the scholarly, military, and administrative classes to the lowest- ranking civil servants. The introductory section of our study provides information about the Imperial Council and its offices, followed by an explanation of the bureaucratic process involved in appointing officials. The second part analyzes the findings obtained
from the register, and the final part presents a transcription of the text. With the information it contains, it provides important insights into the administrative, economic, military, and social life of the Ottoman Empire during the years it was written.
