Abstract (EN)
In this thesis, the historical development of personnel management in Ministry of Foreign Affairs was examined. The structural and functional changes and developments in the personnel management unit of Ministry of Foreign Affairs and in the general organizational structure of the Ministry beginning from its foundation was determined and evaluated within the context of Human Resources Management principles and practices. In the first chapters, the fundamental subjects such as personnel management, human resources management, new public management were explained in detail. Then, the changes and developments in the Ministry were evaluated in the light of this knowledge. Historical research method was used to evaluate these changes and developments and documentary screening method was applied as data collection technique. It was tried to determine how and to what extent human resources management policies and principles are applied examining the structural and functional changes in the institution by referencing to various materials such as books, articles, yearbooks, organic laws etc. Especially, the major developments that took place in 2010 with the new Organizational Law were examined in detail under five headings sorted by subjects. The data obtained was evaluated in the light of the information given in the first chapters. As a result, although significant steps have been taken towards the transition to human resources management, it was found to be insufficient and incompleted yet.
