Abstract (EN)

Public services express the fact that the State undertakes the activity of fulfilling the social requirements necessary for the continuity of the social life, by being immune from the rules of the production relations field to a certain extent. In order to perform public services in a manner most suitable to the conditions of their fields and at the highest level in fulfilling the requirements, the State is obliged to provide such services seamlessly and in a stabilized way to those governed and to be at their service, i.e. to provide the public services in the most effective, efficient, and lawful way. Not fulfilling this liability constitutes service imperfection.In the first section of the thesis general information on the concepts of responsibility and the responsibility of administration is given and in the second section, concepts of ?service imperfection,? ?duty imperfection,? and ?purely personal imperfection? concepts and the positive resources determining the responsibility of the administration and the agent are examined, considering the fundamental factors which produce the legal responsibility and draw the limitations of the administration and the administration agent.In the third section the personal responsibility of the administration agent, the responsibility of the administration agent towards the administration, and finally the responsibility of the administration agent towards the third parties are discussed.Keywords:1.Administration agent2.Responsibility3.Revoking4.Purely personal imperfection5.Duty imperfection
