Abstract (EN)
In this study firstly, the phenomenon of unregistered employment has been defined from the informal economy aspect. Reasons for informal employment in Turkiye which are relation with causes for unregistered economy has been examined in terms of financial and economic, legal, public and political. These reasons are explained in working life examples. Even though the manner in which unregistered employment is seen in the work life is examined primarily in terms of not reporting the reports to the relevant institutions or partially incomplete reporting. Identification difficulty was desired to reduce by groupings such as foreign workers, child laborers and uninsured workers who are retired deal with reasons of unregistered employment in Turkey which can be collected in the same person. On the other hand, in Turkey, legal regulations and practices on unregistered employment struggle and the opening of formal employment, facilitation of administrative procedures, as well as information activities, alleviating the labor cost burden on the employer for the purpose of insurance premium incentives, supports and reductions are described in this thesis. The preparation process of the study is from 2017 until April 2019, the employer insurance premium incentives, supports and reductions applied in the Turkish Social Security Law are explained primarily by referring to their legal basis. Then, the possibility of simultaneous use of more than one, and the conditions of prohibition are described. Afterwards, premium incentives, support and discounts which are apllied on increasing the labor cost burden on private sector employers are struggled with unregistered employment increased employment and more the opening of formal employment. This subject has been tried to be explained with the application principles and provided statistical data. As a requirement of these explanations, an evaluation was made on the effectiveness of premium incentives, support and discounts in the field of reducing unregistered employment.
