The development of social security and the problem of rebuilding it in Turkey 1980's

For our country, 1980?s are the years that there are many developments and changes, political and cultural areas behind economic and financial areas. These developments and changes went on 2000?s. In this perspective, in those years, some developments occur at social security services, too. The aim of social security is briefly, protecting human being against social risks. The risks are tried to be covered with social insurances, social aids and services. Especially, in our country, the government focused on developing social security services named as semi govermental goods and setting necessary organizations starting from the first years of the republic. In the course of time, while social security services were expanding on big parts of society, social security organizations got bigger depending on economic development, increasing number of employed people and changes in state opinion. However, because there is no healthy financial structure related with those mentioned services, the social security organizations in our country have not overcome many challenges. In this thesis, those mentioned subjects has been evaluated. Firstly, general situation of social security services has been mentioned, but evaluations have beeen restricted with ?social security system with Premium? in place of all dimensions of social security system. Therefore,the financial structure and development of our three big social security organizations have been evaluated and then, suggestions related with strengthening the financial structures of these organizations have been tried to be expressed.
