Abstract (EN)

In 1963, Turkey and the European Economic Community (EEC) have established an association by signing Ankara Association Agreement. Consequently, the association also influences the common law and the common rights between the parties, as result the significance of the Turkish Citizenship has become an important subject. The rights that have been established as the consequences of this association also have already been subjects to Turkish law. Especially, in the Additional Protocol, Article 41 Paragraph 1, the implementation of standstill rule has become determined. At this rate, this topic has become very important and necessary to be analyzed. Firstly, this paper will explain about the fundamental status of the EU-Turkey Association and furthermore this paper will also explain the free movement's provisions and services in correlation with that matter. The principles used in the decisions of the Court of Justice of the EU will also be used to analyze this topic. Additionally, the last chapter of this paper will explain the free movement and its progress concerning about becoming full membership of the EU.
