Economic growth and poverty in Turkey: Pro-poor growth policy proposal

Traditional approaches have commonly defended that development is associated with economic growth. Hence, it has been thought that poverty reduction just due to economic growth. However, we cannot assert that each economic growth will strictly result in poverty reduction (Birdsall and Londono, 1997) Whether the growth takes place in favor of poor people or what degree of benefit from growth for them depends on what extent to growth is pro-poor or anti-poor. The aim of this study is that general and regional being determined what extent to poverty changes have resulted from both income distribution and growth also to be observed whether growth is pro-poor or not in Turkey. In the study used 2006-2019 Income and Living Conditions Survey of household income distribution and consumption expenditure statistics which supply by Turk Stat. In the measure of pro-poor growth, it has been used two methods as curves and entropy-inequality indexes, they are pro-poor growth index (PPGI), poverty equivalent growth rate (PEGR), Ravallion and Chen index (RCI), growth and distribution elasticities of poverty being decomposed total effect of growth over poverty (Datt and Ravallion), growth incidence curve (GIC), poverty growth curve (PGC). According to findings of the study, even if changes in poverty rate which are based on general and regional income distribution in Turkey has seen highly pro-poor growth at first of years, the study has indicated that at the last periods economic growth has weakly contributed to poverty decline.
