For flexibility is multi dimensional and has a wide area,it is difficult to define it in one step. However, it is possible to define the flexibilitybriefly as changeability and the capable of changing in response to new conditions.The flexible timed working which forms the basis of this study is a study inwhich the starting and finishing times are freely determined by the employee andemployer. The aim in flexibility here does not mean having no rules or aimlessness.The state occurs in working life but the state makes the rules appropriate forflexibility. However, those rules are not strict but they are versatile; they are notdetailed excessively but are general and give both sides the chance to act freely. Withthis aspect, flexible timed working is beneficial to both employer and employee andalso to the country itself.Although flexible timed working has some drawbacks, when thinking generally,it is possible to state that its benefits are a lot more than its drawbacks. Deal with thisaspect, the necessary importance must be attached to the flexible timed working andthe hindrances in front of it must be eliminated and it also must be advanced andspread widely.In this study, flexibility has been carried out in terms of working life, and toembellish and ornament the study, some examples from the different parts of theworld have been given. In the first chapter, the concept of flexibility, its definition anddevelopment, its reflections in working life, the effecting factors in its appearance, itssorts and the situation in Turkey have been emphasized. In the second chapter, theflexibility of the working periods in Turkey has been emphasized by evaluating theflexibility from the point of working periods. Thus, economic crisis and flexible-timedworking, flexible-timed working in terms of Turkish regulations, the targets in Turkeyin terms of flexibility, the flexibility applications in working periods, different flexible-timed working models have been focused and the study has been finalized by statingthe determined benefits and drawbacks of flexible-timed working.Key Words: 1- Flexibility, 2- Working Life, 3- Working Time,4- Flexibility in working time, 5- Part Time Working
