Abstract (EN)
Climate change, natural disasters, pandemics, and wars bring about global energy crises. In this context, energy efficiency emerges as a strong global focus. In the field of energy efficiency, firms in our country known as Energy Efficiency Consultancy (EVD) and globally as Energy Service Companies (ESCO) provide consultancy support, project implementation, post-implementation measurement, monitoring, and verification on topics such as the efficient use of existing resources and the application of new and efficient equipment through various performance contract methods. Although both types of companies aim for energy efficiency, there are some differences in terms of the size and capacity of the companies. In this thesis, the current status of companies operating in the energy sector, known as Energy Service Companies (ESCO) globally and Energy Efficiency Consultancy (EVD) firms in Turkey, has been examined. Additionally, examples of energy efficiency implementations in Turkey and worldwide have been analyzed, and the overall structure of the sectors has been evaluated. At the end of the study, obstacles to the development of the ESCO market both globally and in our country have been identified, such as the lack of a clear ESCO definition, the absence of official accreditations, lack of awareness, and deficiencies in regulations related to energy performance contracts. For the further development of the sector, it is necessary to strengthen legal regulations, increase financial support, expand education and awareness programs, and prepare model contracts.
