Social policies implemented for the disabled in Turkey: A content analysis based on development plans

Individuals with disabilities, who are currently considered disadvantaged groups, have been referred to with different terms over time. This labeling has affected the status, rights, and lifestyle of individuals with disabilities. The fact that individuals with disabilities, like all other people, have rights and can exercise these rights holds a significant place today. These rights have evolved from the past to the present. The crux of this change has been the meaning attributed to individuals with disabilities. This study examines the terms used to describe individuals with disabilities. For clarity, this process has been limited to development plans. The study aimed to examine the terms used in place of the word "disabled" in development plans published in Turkey using content analysis. For this purpose, the terms used in place of the word "disabled" in twelve development plans published from 1963 to 2024 were examined through document review and subjected to content analysis. These terms used in the development plans were themed to create a general framework. The research is important in understanding the evolution of the word "disabled" over time. A qualitative method was employed in the research, employing content analysis. The first part of the study established a conceptual framework and addressed the definition and development of both disability and social policy. The second part examined social policy and disability within the framework of development plans in our country. The third part addressed the research method, scope, limitations, data collection, and data analysis. The fourth part examined the findings of the study, thematized the terms used for individuals with disabilities, and examined their frequency in development plans. The final part addressed the conclusions, discussions, and recommendations.
