The regime of personnel in public health sector in Turkey, 1923-2023: Transformations, policies, problems and perspectives

The journey of Turkish Public Personnel Regime has progressed quite differently from establishment of government to present. Lacking issues have been tried to be improved through reforms, laws and studies. Especially the public health personnel, face side of healthcare services, who perform presentation of healthcare services having an extensive coverage in field of public service have taken their share greatly from alterations, innovations and reforms and they have taken shape very differently, as well. Whereas the challenges in the presentation of healthcare system and service range have created different employment types for the healthcare personnel, they have raised new risks, conflicts, differences and certain topics concerning working life at the same time. Within this study, the transformation and development of the healthcare personnel regime from 1923 to 2023, its reasons and factors influencing working life about the health personnel are evaluated in line with regime varieties, policies and reforms. The study consists of five parts. While the first part focuses on the public personnel regime in Turkey and developments concerning health, the second part focuses on literature analysis about the topic. The third part mentions the regulations including historical development of the healthcare personnel and the fourth part refers to planning, employment, differences specific to the healthcare personnel and issues concerning working life. Within the fifth part, a semi-structured interview based research has been carried out with the commissioned managers in the healthcare facilities in Denizli province (public, private and university) within the framework of the topic and the faculty members knowing the stuff. Answers of participants have been analysed with the help of Nvivo analysis programme in the light of literature, interpreted and solutions have been offered.
