Abstract (EN)

This master?s thesis under the headline of ?Energy Policies of Turkey and the European Union at the Intersection of the Caspian Region? is composed of three main parts. The first part includes the historical developments of energy policy from the beginning of the Founding Treaties, the effects of the world petroleum crisis on the European Union, the European Union Energy Framework Programme, the European Union Energy Charter Treaty and the Green Paper titled ?Towards a European Strategy for the Security of Energy Supply?. The main goals of the European Energy Union energy policy are to promote competitiveness, enable sustainable growth and provide a secure supply of energy. In the second chapter of the thesis study, the reasons for the European Union?s search for different energy centers especially the reasons behind its approach to the Caspian are analyzed taking into consideration its dependency on foreign resources such as petrol and natural gas. After the collapse of the Soviet Union, the Caspian region has appeared as a very important energy center in the global energy security. On the point of proving security of energy supplies, the Russian Federation, the USA and the EU as global actors have been developing very effective strategies for the region. Even though the basic struggle is between the US and RF in the Caspian Region, the EU is increasingly gaining importance in the region with sui generis programmes like TACIS, INOGATE and TRACECA.In the last chapter, firstly, the process of harmonization of Turkey?s energy policy with the EU acquis communautaire and participation in the Union?s regional energy initiatives are analyzed. The analysis of BTC and Nabucco projects that are accepted as the compulsory elements of the ?East-West Energy Corridor?, are also going be discussed in this chapter. The EU supports projects to provide alternative pipeline projects due to its fear of dependence on only a few countries for its problem of procuring a continuous energy supply. These projects that transport Caspian energy resources to Europe over Turkey play a vital role for regional and global energy security.Key Words1. The European Union2. Energy Supply Security3.
