Abstract (EN)

Policies applied by political powers in our country on local governments cause financial and administrative problems. To prevent that, it is necessary to develop the relationships between central and local governments all the more. On the other hand to solve the problems local governments are suffering from, it is necessary to re-organize the system of local governments firstly in the administrative field. Ministry of Local Governments, Regional Local Governments and County Local Governments must be established in addition to local governments in the present system and policies of personnel must be re organized. To control the local governments, accordance to law and other types of control like ombudsman must be applied instead of administrative tutelage. To strengthen the local governments financially, there is a need as well to re-organize the financial structure of these institutions. For that, it is necessary to strengthen the income structure of the local governments at first and re-organize it. In that context, we can offer the re-organization of the tax of property and duties of transactions, making some additions to taxes like KDV(Value Added Tax), taxing city rents, imposing a new tax named city-life tax and re-organization of "İller Bankası" which is affecting the financial structures of local government. The structure of expending and borrowing of local governments must be re-organized as well. To make an effective financial control on local governments, an Exchequer and Audit Department for Local Governments must be established. Besides, privatization which is an alternative service rendering method and participation of the volunteer organizations must be considered important.
