Abstract (EN)

ABSTRACK In the years of 500 B.C., the direct participation of people, changed into a character of representation in time. In the 13 and 14 centuries, in The U.K. and France, The "authoritarian representing" was accepted. Howewer, in the 17 and 18 centuries, the "Representing Attorneyship" was accepted. In the 19in century, the political parties were powerful in the political life. This caused the avaliable understanding representing to be examined more carefully again. The origin of Representing Democracy and its development was very different and later than Western Democracies. After establishing The Turkish Republic, "National Sovereignty" and "Representing Policy" took part in the Turkish Law Constitutions, and they were applied. Considerably, the Political Parties were organised and were introduced at the same time with the acception of "multiparty" system in Turkey. This was earlier than Western Democracies. From the time of application of the Law Constitution of 1961, to the year of 1981, there were so many social problems in Turkey. The reasons for that were polarizations of political aceptions and not to gain majority of one party in the Parliament. In that case, the governments were built up by the help of transfers of MP, instead of reconcile. This caused the Parliament and its members to lose worth. When the Law Constitution of 1982 was prepared, the authorities tried to prevent the transfer of MP, without considering the conflicts among itself. In this research, the relations between Voters and representatives were examined, in the frame of "Sovereignty" and "Understanding of Representation". Besides, the conflicts between applications and the Laws were explained.
