Participartion in decantralized govarnance mechanisms in Turkey: The status of women academics in universities

The active participation of women in social life is a fundamental requirement of a democratic society. However, throughout history, gender inequalities have relegated women to secondary roles, particularly in political and public spheres. In Turkey, although women's political and administrative rights are legally guaranteed, the exercise of these rights remains limited due to societal prejudices, cultural norms, and structural barriers. Increasing women's representation in governance mechanisms is essential for strengthening democratic participation processes. Decentralized administration, which brings decision-making closer to citizens and promotes inclusivity, offers an opportunity for women to gain greater prominence in public spaces. This study aims to examine the representation levels of female academics in administrative and academic positions at universities in Turkey and to evaluate their roles within the framework of decentralized administration. The research employs document analysis, utilizing statistics provided by the Turkish Council of Higher Education (YÖK). The study analyzes themes such as the proportion of female faculty members, their regional distribution, and their presence in decision-making processes. The findings reveal that women are underrepresented in administrative and academic positions, which is attributed to social, institutional, and structural factors. By addressing the current state of gender representation in universities, this study seeks to contribute to the development of policy recommendations aimed at achieving gender equality. Eliminating disparities in the representation of female academics is identified as a strategic necessity for creating a more democratic and inclusive higher education system.
