New approaches to 3D cadastre

Abstract (EN)

One of main purposes of current cadastral researches is to secure the ownership. Securing of the ownership is only possible by recording it. Current cadastral systems are defined as 2 dimensinal and parcel based. Therefore in ownership related land, recording of 3 dimensional property rights and restrictions in surface, below or over the parcel is not possible. The vertical ownership boundaries is not defined legally. In near future especially vertical grown up cities with high population density will make us face with an increasing ownership problem. The legal definition of 3D rights and restrictions over parcels are being researched by R&D departments of universities, related commisions and foundations. Cadastro evolved from taxation based kadastro to multi-purpose cadastro in historical proces. Current cadastral system is not only about securing the ownership but also responsible with providing necessary an reliable data for engineering projects, urban planing, land modelling, technic infrastructural studies, disaster management. Because of insufficeny of 2D cadastral system we need a new system which can use 3D data. With development of IT, modelling and visualising land in 3D environment is getting easier. But missing 3D topology, making it impossible to query and analyze in 3D environment. Keywords: 3D cadastre, 3D ownership, database management systems
