Reegineering in transportation businesses and a suggested model for TCDD

IV ABSTRACT REENGINEERING IN TRANSPORTATION BUSINESSES AND A SUGGESTED MODEL FOR TCDD Railways has a great importance in transportation industry. But today, industrial share of railways has been gradually decreasing. The other countries in the world has faced with the same problem as well. They have taken measures against this decrease in the early 90's. And aimed to recover railways' competitive position with Reengineering approach. Especially in the member countries of European Union, a very fast change process has been observed. Because, EU that wants to use strategical importance of railways, aim to provide a standard railway transportation among members countries. Our country that is in the membership process, has had also same industrial problems. The aim of this study is to put the current state of TCDD clearly and to recommend the appropriate model by analyzing general problems in European countries and solutions that EU defined. In the model, it is recomended to TCDD to organize according to base processes. These processes are Passenger, Freight, Factory and Infrastructure. In this way, each unit will show activity about it's own process output. And so unnneccessary comunication channels in the organization that cause complexity will be disappeared. Besides, each unit will specialize in it's own area and will have the ability of behaving as a different organization. In the other side, model foresees that TCDD' s legal situation should change. Infrastructure and administration should be executed seperately. Rate maker and infrastructure owner should be government. But on accessing to railways and wagon usages, private sector participation should be provided. While all these structural changes are being applicated, a change in business approach of the organization is aimed. TCDD should applicate the structural changes with a continious change approach.
