Suggestion of a new management approach model for national disaster and emergency management

In last recent years, disaster and emergency management has become an issue learned with more and more dramatic incidents, particularly in our country and the world. For the last twenty years, in the developed countries and in our country for the last ten years, it has been working as a subject evolved from the civil defense approach to the comprehensive disaster and emergency management system. Environmental, regional and global developments, as well as the severity and frequency of disasters have necessitated this change. In our country, the transition to the Disaster and Emergency Management Presidency of Turkey (Afet ve Acil Durum Yönetimi Başkanlığı-AFAD) management model in 2009 is seen as an important milestone on this issue. The purpose of selecting this topic; are as follows to contribute to the management of the Disaster and Emergency Management studies being carried out in our country, in terms of integrating the different approaches that have arisen due to the rapid change in the world and in our country in recent years to the current management system. In addition, a proposal for a management model that will work more harmoniously with the newly introduced Presidential management model will be included in the study. First; governmental administrative structures related to disaster management in developed countries, European Union countries, neighboring countries and regional countries will be examined. In the light of this information, suggestions will be made on how the disaster management model can be developed and localized according to the conditions of our country. Issues such as Occupational Health Safety, Waste Management and SEVESO Regulations, which have been included in subject in recent years but are coordinated by different governmental organizations, will be examined. It will be emphasized that gathering all these issues under the umbrella of Disaster and Emergency Management is important in terms of effective and efficient use of resources. Also, the high reliable organizations issue will be examined in detail. In addition, all of these issues in the light of a new study in line with the main objective of the "Disaster and Emergency Management Institute of Turkey" organization will be discussed. In this context, it will not be limited to administrative issues; technical issues such as improving the competencies of disaster and emergency employees and their volunteers, keeping their competencies up-to-date, and setting them up to a certain standard and documenting this will also be discussed.
