Abstract (EN)
Citizen can be defined as an individual who has rights and responsibilities within the borders of a country. Although citizenship is an old concept, it is seen from a different perspective in every period. In addition to the period, the dominant perspective in the administration can also change the scope of citizenship. For this reason, the concept of citizenship, which has been perceived in many different ways until today, can still be defined in different ways by many different schools. Citizenship status provides the individual with more rights and responsibilities in the country to which they belong than foreigners. The concept of New Public Management has come to the agenda as a different way of thinking from both traditional public management and new public management. Although it made a lot of noise when it emerged, it started to lose its functionality over time. Accordingly, the shortcomings of this understanding have been discussed and new perspectives have been developed. These new ideas have been referred to as "post-new public management paradigms". In this study, the prominent ones among the post-new public management paradigms are analysed. These are the new public service, neo-Weberian state understanding, new public governance and public value understanding respectively. In the context of the phenomenon of the citizen, the history, general knowledge and criticisms of these paradigms are examined.
