Envoy Vergenes' report which constitutes the essence of our study presents some important analysis on Ottoman?French?Russion relationships evolution on the basis of Europe's XVIIIth century Balance of policy. Ottoman?French relationship was started by the capitulations in a friendly manner. Although the etarnal French fellowship continued through the end of the 18th century, deviations resulting from clashing interests are seen periodicaly. This study, built on Ottoman?French relations, focuses on political developments between 1730-1774. Especialy Russias willingness to expand, towards Europe, and attacking Poland that is under Ottoman territories, disturbed France deeply. In order to reach her ambitions France encouraged Ottoman Empire to fight against Russia by using dyplomatic tools. Envoy Vergenes, assumes himself being responsible with this mission. Thus, in his report, by stating out and defining the reasons for standing against Russia, supports war between Ottoman Empire and Russia. Vergenes by emphasizing weakly seeming Ottoman Empires ability to fight, gives information about how Sultan, people and bureaucrats standing against a possible war should be. As a result, Vergenes, who was sent to Istanbul in 1755 as a political figure by France; completed his mission successfuly by showing his impact on 1768-1774 Ottoman?Russian wars start. But the result of the war did not bring what France expected.
