Abstract (EN)
Mutegallibe movements are a phenomenon seen in many provinces and sanjaks of the Ottoman Empire. These movements have changed according to the sociological status of the states, their regional location, and their distance or proximity to the centre. The fact that the money balance with the outside world was against the Ottoman Empire, the state treasury needed money, and the effort to find the money needed with the tax farming and mansion system were important factors that strengthened the tyranny. In the 18th century, tyranny increased rapidly in the Ruha sanjak. In many provinces and sanjaks of the Ottoman Empire, bullying activities were investigated and studied, but such a comprehensive study was not carried out in Ruha Sanjak. In the Ruha Sanjak, the movements of mugallibe, cebabire, esirra and zaleme are too many to be underestimated. For this reason, bullying movements are examined in four main sections. The rebellion movements, which resulted in some tribal lords becoming Raqqa (Ruha) beylerbeyi, also led to the emergence of regional governor rivalries and intrigues. The military class, which performed public duties in Ruha, in one way became corrupt and persecuted the reaya. In a way, these officials have also fallen into the situation of victims and sometimes they have been kept under pressure by the evildoers. The important situation that harms the social peace in Ruha is the tax exemptions granted to some segments. Tax-exempt sections in Ruha were tried to be kept under pressure by the public and military sections. But the language of the state is justice. When the state itself has a complaint against the tax exemption group, the right party in this complaint is protected by the state party. In the Ruha Sanjak, there were thugs belonging to various segments of society, as well as thugs who put pressure on the people of Ruha Sanjak from the outside. This thesis, in which bullying movements are investigated, is a thesis in which the persecuted and marginalized people are also researched and examined to bring the complaints of the reaya class into focus. Against the oppression of the tyrants, the Ottoman State sent insistent letters to the governor of Raqqa (Ruha), the Ruha judge and other rulers, about the protection of the people and the protection of their rights. The state did not hesitate to dismiss its officials who committed crimes.
