Abstract (EN)

The Green Card System was established in order to compensate for the damage caused the property and bodily integrity of third parties by motor vehicles with foreing license plates, in accidents that may occur during inter-county movement by road for touristic and/or commercial purposes. The "Green Card", which is valid in member countries of the system in Europe, Asia and Africa, is a document equivalent to a compulsory traffic insurance policy. In line with the legislation in force in the country where the accident occured, the damage caused is covered within the insurance limits valid on the date of damage and on the basis of fault. In the System which operates smoothly in terms of validity in member countries, the types and limits of coverage indemnified vary due to the application of the legislation of the country where the damage is incurred. As of 2020, the issuance of the green card printed on white paper has been added to these differences. In the study, the Green Card System is explained by pointing out the diferences and problems encountered with its implementation in Turkey and other member countries of the system, and the concept of motor vehicles with foreign license plates is analyzed within the scope of the provisions of the MÖHUK due to the foreingnness element that the concept of foreign - registered motor vehicles adds to the system.
