Abstract (EN)
This study aims to re-evaluate the duties and responsibilities of municipalities in line with the implementation of the principles of the right to the city in cities and to define them in the context of the principles of the slow city. Rapidly increasing urbanization rates around the world have made urban areas important centers in terms of both opportunities and inequalities. However, development models in poor countries lead to concentration of income and power, increased poverty and exclusion, environmental degradation and social segregation. In this context, the concept of the right to the city offers an alternative framework for rethinking cities based on the principles of social justice, equality, democracy and sustainability. The right to the city includes the right of all residents to use, occupy, produce, manage and benefit from fair, inclusive, safe and sustainable cities. This right includes demands such as the social function of the city, the quality of public spaces, rural-urban connections, economies, citizenship and political participation, taking into account spatial exclusion that classical human rights do not address. The study examines the role that municipalities should undertake in order to implement the principles of the right to the city and what additional opportunities can be obtained from the principles of the slow city. In this context, it is argued that the duties and responsibilities of municipalities should be reshaped according to the principles of the quiet city, including responsibilities such as strengthening the social ties of cities, protecting relations with nature, supporting lifestyles and integrating technological innovations. How local administrators will fulfill these roles is of critical importance in terms of protecting individual and collective rights.
