Abstract (EN)

International Relations emerged as an autonomous academic discipline in the wake of the First World War and always analyses the moves and situations of actors within the system. Besides this, there was determining the rival actors reactions for the next moves is also discussed. The analysis of general condition of the international system also emerges as a fundamental component located in the focus of this debate. Edward Hallett Carr, was of the most influential theorists of international relations and especially with the experience and knowledge which he gained in the early 20th century, he guides IR studies. Furthermore, subjects obtained with the way he handles level analysis, informs IR Scholars about the system's components are formed on power. Of being his ideas were discussed and still be discussing in both academic and bureaucratic communities shows the height of the truth analyses about attribution of system actors. In this thesis, starting with the works of E. H. Carr which had shaped the last century, it is investigated that whether is possible to find a formula about the analysis of the nature of International System. Components and system levels which found after results of work analyses were processed in the conclusion part and is presented to the reader.
