Analysis of social security expenditures in the fight against poverty: The case of Turkey

Poverty in general is a multidimensional concept with it is expressed as the inability to maintain the minimum standard of living. There are many types and causes of poverty. Different theories and strategies are being develop to combat poverty in Turkey and in the World. Various international organizations, civil society organizations, public institutions and organizations are active working in the poverty reduction.The social security system has an important place in the poverty reduction in terms of protecting people against the risks they will face in the future. Countries have stepped up Social Security spending to eliminate poverty.In order to for social security system function smoothly, the income and expense balance must be compatible. So as to reduce the poverty rate , more shares should be allocated to social aid expenditures. It is also important that these aids are countinuous and regular. Social security service in Turkey has been carried out through various organizations and institutions such as guilds and foundations started with family.In 2006,The Social Security Institution was under one roof the Pension Fund,the Social SecurityAdministration and the Bağ-Kur Social Security Institution with merged an arrangement made to carry out pension and health services under one roof. General health insurance system was introduced in 2012.Econometric analyses were conducted and some findings were reached data compiled by researchers in our country and the world in order to reveal the relationship between spending and poverty in the field of Social Security. In this study, the 2010-2017 period of 32 countries from the World Bank and Eurostat data obtained from the social security expenditures in rate of GDP, Gini coefficient, employment, the relationship between per capita income and material deprivation is handled.
